Light actions consume modestly. Large agentic actions, the ones that chain several steps and call tools on your behalf, consume materially more, sometimes by a wide margin. When the pool runs dry the agreement triggers overage top up charges, and those top ups are quoted on vendor terms in the middle of a budget year when you have the least leverage.
